According to a BBC report, Putin called an emergency meeting of the Security Council in the capital Moscow on Wednesday. In which he said that the government is going to change the terms and conditions related to the use of nuclear weapons.
Putin said many new things would be added to the country's nuclear regulations. This includes the use of nuclear weapons against missile or drone attacks against Russia. Even if there is a large-scale missile or drone attack on Russian territory, which could seriously threaten the country's sovereignty, Russia can still use nuclear weapons.
The Russian president also said that if a non-nuclear-weapon country attacked Russia with the support of a nuclear-weapon country, it would be considered an attack by both countries. He said that Russia's nuclear weapons are the biggest guarantee of the security of the country and its citizens.

Ukraine can use these missiles not in Russia, but only in its border. Ukrainian President Volodymyr Zelensky wants the sanctions lifted so he can use long-range weapons inside Russia.
