Qasim also mentioned the Pager attack in September, saying that Israel had hoped that an attack on Hezbollah's command system would destroy the organization, but that this did not happen. After this Hezbollah began attacking Israel's home front, which put Israel on the defensive and agreed to a cease-fire.

A cease-fire agreement was signed between Israel and Hezbollah on 27 November. America and France mediated for this. Under this agreement, Israeli troops would withdraw from southern Lebanon and Hezbollah would also withdraw.
