Preparation: Proposal to make Jammu and Kashmir a full state in the winter session

  • The first session after the re-formation of the state will be held in Jammu city

An agreement has been reached at the highest level in the central government to grant full statehood to Jammu and Kashmir. A proposal to this effect will be brought in the winter session of Parliament starting in the last week of November. In fact, the first Chief Minister of the Union Territory of Jammu and Kashmir Omar Abdullah recently met Prime Minister Narendra Modi and Home Minister Amit Shah. After this, the government has started an initiative in this direction.

The government assured the Parliament of restoration of statehood. The cabinet, the first government formed after the recent elections in the union territory, passed a proposal to restore statehood and sent it to the lieutenant governor (LG). The LG has approved the proposal and forwarded it to the Home Ministry. This is a direct indication that there will be no delay in restoring statehood.

Effect: The state government will maintain law and order, restore confidence among the people

  • With the restoration of the state, police, law and order will be under the authority of an elected government. The state government will have direct control over the police.
  • The elected state government will have the power to legislate in matters relating to land, revenue and police.
  • The interference of the Lieutenant Governor in running the government will be reduced.
  • Dependence on the Center for financial help will end. Like other states, Jammu and Kashmir will also get financial assistance from the Finance Commission.
  • For the first time in the country, a state was made a union territory. In such a situation, getting back the status of the state will strengthen the confidence of the people.
